Dear Friend,

The Parliamentary Affairs Committee of the Aam Aadmi Party has decided that our party is ready to form a minority government in Delhi. Although the AAP did not get a majority of 36 seats, the required number to form a government in the Delhi Vidhan Sabha elections, the public of Delhi, during a referendum based collection of opinions, has directed with overwhelming majority that the party form the government.

In a week long referendum, with the use of internet, cyber media and public meetings, people were asked their opinion on the question of AAP forming a government in Delhi. This was a historic beginning to change politics in this country. A large number of people participated in this process. Public gave the responses specified in the table below.

In total, 697310 responses were received via SMS and internet, out of which, after removing duplicate IDs and numbers, a total of 523183 people expressed their opinions. Among these, 265966 were from Delhi. Out of these 197086 or 74% gave their decision in favor of forming a government.

In view of this, the Aam Aadmi Party has decided to form a minority government in Delhi. Under the leadership of Mr. Arvind Kejriwal, leader of the Legislative Team, the party is going to present its intention of forming the Government in Delhi before the Lt. Governor.

New Delhi: The Cabinet will include former journalist Manish Sisodia representing Patparganj, Malviya Nagar MLA Somnath Bharti, former journalist Rakhi Birla who is an MLA from Mangolpuri, Saurabh Bhardwaj from Greater Kailash, Satyendra Jain from Shakur Basti and Girish Soni from Madipur.
Former Congressman Vinod Kumar Binny representing Laxmi Nagar, who was expected to be in the Cabinet hasn't been given any ministry.
Kejriwal is all set to take over the Chief Minister of Delhi and will take oath on December 26 at Ramlila Maidan, the nerve centre of the Anna Hazare-led anti-corruption agitation in 2011.
AAP on Monday ended the 15-day long speculation over the next government in Delhi by staking claim and announcing Kejriwal as the Chief Minister designate.
After surprising everyone with its spectacular political debut, AAP announced its decision to accept Congress's outside support to form a minority government in Delhi.
The decision came after a 5-day long exercise in which the party returned to the electorate with an unofficial referendum on whether to form a government or not.
AAP, which had won 28 seats in the 70-member Assembly, was the second party that met Lieutenant General Najeeb Jung to stake claim after the Bharatiya Janata Party which had won 32 seats refused to form the government due to lack of a majority.

Rakhi Birla (born 1987) is an Indian politician belonging to Aam Aadmi Party. She won as an M.L.A from Mongolpuri constituency in Delhi. She is the youngest MLA and Minister from her party to win the election in 2013.

She was born in Delhi to Sheila and Bhupendra Singh Birla. She was the youngest of four daughters. and did her Masters in Mass Communication. Her family was into social causes for four generations, from her great-grandfather and then grandfather who joined the struggle for India's independence.


She worked as a television reporter with a private news channel before entering politics. Apart from that she works in collaboration with few social institutes and works for the causes of Valmiki community, which she belongs to.


She defeated , by over 10,585 votes, millionaire politician and the PWD minister in the Sheila Dikshit government, Raj Kumar Chauhan who had won four consecutive elections since 1993 for the Indian National Congress

Manish Sisodia, is a well known name in the Jan Lokpal Bill Movement. A journalist by profession Mr. Sisodia has worked in Zee News and All India Radio for a long time. Later he became very active in the struggle to pass the Right to Information Act and played a key role in laying the foundation of the Jan Lokpal Bill Movement. He also sat on a fast for 10 days in demand for forming a SIT to probe the misapproprities of corrupt ministers. He along with party members were also sent to jail with Anna Hazare in the struggle against corruption.

Aam Aadmi Party Leader Kejriwal's 18 demands to Congress and BJP

New Delhi, On Saturday, speaking to reporters, Arvind Kejriwal, the founder of Aam Aadmi Party, said that he had written to both Congress and BJP chiefs, asking them, their stand on 18 specific issues raised by AAP. Based on their responses, Kejriwal will decided on a political partner.

1. The VIP culture should be stopped in Delhi. No MLA, minister or Delhi official will use a red beacon on their cars. Neither will they live in big bungalows nor take any special security.


2. Passing of the Janlokpal Bill, the same version for which Anna Hazare held fasts.


3. People will take decision directly in 'mohalla sabhas', which will be held in every

locality and colony.


4. The AAP demanded complete statehood status for Delhi. Central government's hold on DDA and Police should end.


5. The party also demanded a special audit of all electricity companies in the national capital from the time these were privatised. The companies that refuse to participate, their licenses should be cancelled.


6. Electricity meters should be checked.


7. There is 220 litres of water available for every person daily. Where is it?.


8. AAP wants unauthorised colonies should be regularised. Thirty percent of Delhi's population lives in such colonies and these should be regularised.


9. The party demanded to know if the Congress and the BJP will support its decision to give clean and affordable 'pakka houses' (built up houses) to those living in slums.


10. It also sought their support to give regular jobs to those working on contractual

basis.


11. It wants to give infrastructural facilities like roads, electricity, water and basic facilities to the ordinary trader.


12. AAP said it is against FDI in retail.


13. The party wants to provide facilities and subsidies to farmers in the villages in the national capital.


14. The party also demanded to know the Congress and BJP's stand on opening 500 government schools, stopping donations in private schools and making the fee system transparent.


15. The party said it wanted to open new government hospitals with better facilities.


16. It also wants to have special security units for women and wants all harassment

 cases to be tackled within three months.


17. It wanted to set up enough courts and appoint judges so that all cases are dealt with within six months.

Arvind Kejriwal asks for 10 days time from Lieutenant Governor Najeeb Jung. Writes letter to Sonia Gandhi and Rajnath Singh.  AAP has always said that we will take support from none of the parties. But Congress submitted letter pledging unconditional support to AAP and BJP is also saying it will support  AAP on issue basis. The motive of both these parties should be exposed to the public.

We want to know what is the stand of Congress-BJP on the 17-18 issues that we have sent in the letters. Once we get the  replies we will make their reply public, hold Jansabha's and ask the public if we should form government. We will wait for BJP-Congress to reply.

LG has said that whenever AAP is ready, it can contact the LG for government formation.

Not compromise on Jan Lokpal - Aam Aadmi Party



The Jan Lokpal was conceived as an independent empowered and accountable ombudsman which could independently, credibly and expeditiously investigate corruption offences of all public servants who are today not being investigated because the investigating agencies are controlled by the same public servants who need to be investigated. Such a Lokpal would need to be functionally, financially and even in terms of appointment and accountability be independent of the government and indeed the political establishment even if they are for the time being not in government. A Jan Lokpal bill was drafted by the Civil Society members of the joint drafting committee for this purpose in June 2011 which had the support of at least 80% people of the country.

A fast was undertaken by Anna Hazare at Ramlila Maidan in August 2011 for this purpose, at the end to which the Parliament passed a unanimous resolution committing to passing a Lokpal Bill which would have at least 3 elements: That all public servants, high or low would be included in the investigative ambit of the Lokpal; that the Lokpal would also monitor the Citizen’s charters and have the power to penalize public authorities and servants who violate it; and that the Lokpal bill would contain provisions for Lokayktas on the same lines as the Lokpal for the States, which would take of corruption among State Public servants.

Unfortunately however, the government introduced and passed a farcical bill called the Lokpal Bill 2011 in December 2011. The same bill was then brought before the Rajya Sabha but torn up and thrown away and then referred to the Select Committee. The Bill as passed by the Lok Sabha left the selection of the Lokpal essentially in the hands of the government. It also left the accountability of the Lokpal in government hands, thus completely compromising the independence of the Lokpal. Equally importantly, this bill left the Lokpal’s corruption investigations in the hands of a government controlled CBI. Also, the bill did not contain even a single one of the 3 provisions which the Parliament had unanimously promised Anna Hazare before he broke his fast.

Only group A public servants and not all were brought within the Lokpal’s purview; There was no provision for a State Lokayukta’s in this bill; and there was no mention of a citizens charter. Moreover, the investigation of the Lokpal was crippled by the need to first have a preliminary inquiry where the accused public servant would have to be heard (thus allowing him to destroy evidence) before even the FIR could be registered. And worst of all, a person whose complaint was labeled “frivolous or vexatious” by this government controlled Lokpal could be imprisoned for upto 5 years (even more than the punishment for corruption)! That is why we had called this bill a Jokepal bill or a bill for the protection of corrupt public servants.
